What it means

The control has seen the limit open for more than five minutes and concluded the blower is the reason: it was commanded to run and either did not, or did not deliver. That distinguishes it from the four-flash open limit code, where the cause could be a dirty filter, closed registers, or ductwork. Here the control is pointing at the blower itself. York marking it a hard lockout rather than a one hour soft lockout reflects that a furnace firing with no blower is not a condition to retry automatically.
